In the course of its integration into the EU, Turkey has been simultaneously facing access, quality, and equity issues in education. Over the past decade, substantial progress has been made on increasing the access. However, improving the country's low level of education quality and achieving equity in quality education across the regions continue to be a monumental challenge in Turkey. Most recently, results from the Trends in International Mathematics and Science Study (TIMSS) 2007 indicated that Turkey's educational achievement at the eighth grade, the end of compulsory primary education in Turkey, was far below that of other countries in the EU. Considering Turkey's long standing socioeconomic disparities between the western and eastern parts of the country, the challenges of improving overall education quality are coupled with the challenges of achieving equity in learning outcomes for students across the regions. This dissertation used data from TIMSS 2007 to document the extent of Turkey's regional differences in science achievement at the eighth grade and to investigate factors associated with these differences. Findings from a series of analyses using hierarchical linear models suggested that attempts to increase Turkish students' achievement and close the achievement gaps between regions should target the students in the undeveloped regions, particularly in Southeastern Anatolia and Eastern Anatolia. Designing interventions to improve competency in Turkish and to compensate for the shortcomings of insufficient parental education, limited home educational resources, poor school climate for academic achievement, and inadequate instructional equipment and facilities might be expected to close the regional achievement gaps as well as raise the overall achievement level in Turkey.Thesis (PhD) — Boston College, 2009.Submitted to: Boston College.     Inequality in Human Development: An Empirical Assessment of 32 Countries

    One of the most frequent critiques of the HDI is that is does not take into account inequality within countries in its three dimensions. In this paper, we apply a simply approach to compute the three components and the overall HDI for quintiles of the income distribution. This allows a comparison of the level in human development of the poor with the level of the non-poor within countries, but also across countries. This is an application of the method presented in Grimm et al. (World Development 36(12):2527–2546, 2008) to a sample of 21 low and middle income countries and 11 industrialized countries. In particular the inclusion of the industrialized countries, which were not included in the previous work, implies to deal with a number of additional challenges, which we outline in this paper. Our results show that inequality in human development within countries is high, both in developed and industrialized countries. In fact, the HDI of the lowest quintiles in industrialized countries is often below the HDI of the richest quintile in many middle income countries. We also find, however, a strong overall negative correlation between the level of human development and inequality in human development

    Ebola respons-ibility: moving from shared to multiple responsibilities

    Combating threats of infectious diseases has been increasingly framed as a global shared responsibility for a multi-actor framework, of states, international organisations and non-governmental actors. However, the outbreak of Ebola Virus Disease (EVD) has shown that this governance framework has not been able to limit the spread of this virus, despite the normative and legislative changes to global disease control. By unbundling the concept of responsibility, this article will assess how global shared responsibility may have failed due to the fact that accountability does not fall on any one state or stakeholder, highlighting an inherent weakness with the global disease governance regime. As such, this paper concludes that a move towards multiple responsibilities may prove a more effective mechanism for ensuring global health security

    Effects of thermal insulation on thermal comfort in low-income tropical housing

    This paper evaluates the effects of thermal insulation on thermal comfort in low-income tropical housing in Uganda. Dynamic thermal simulations are conducted to assess the effects of wall, roof and floor insulation strategies. 96 combination scenarios are simulated for various geometries, insulation and construction methods. Adaptive approach is used to evaluate the conditions within the case study buildings. The results indicate that external wall insulation improves thermal comfort in all conditions whereas internal wall and floor insulation may deteriorate the conditions. Roof insulation is the most effective strategy to reduce the risk of overheating. Due to the effectiveness of roof insulation and marginal improvements of external wall insulation, especially for brick walls, wall insulation may be disregarded when used in conjunction with roof insulation

    Application of Multi-Criteria Analysis on Climate Adaptation Assessment in the Context of Least Developed Countries

    The developing countries are suffering the most because of climatic variability and they have an enormous backlog in basic infrastructure to protect their cities. In addition, the resources and technical expertise are limited. Therefore, the adaptation measures to protect their cities are needed to be planned and prioritized carefully to reduce the vulnerability simultaneously considering the risk reduction, local constraints and development goals. A framework for prioritization of adaptation measures is lacking in the decision making in this context which could immensely assist in informed and structured decisions during the planning process of adaptation strategies in developing countries. This paper is exploring the potential of Multi-Criteria Analysis as a methodology for climate adaptation assessment in order to prioritize the adaptation measures to be undertaken. Hence in this paper Adaptation assessment is conducted within the framework of Multi-Criteria Analysis methodology which allows both normative judgement and technical expertise in the assessment process. Such a participatory integrated assessment of adaptation options is a new approach in flood management in least developed countries. The assessment framework has been applied and tested at the Eastern fringe of Dhaka city which is highly vulnerable to flooding. Based on the assessment and analysis, adaptive measures are prioritized to enable more effective action
